How to litter-talk a committee and get results

TORONTO -- Apart from losing my digital recorder and running out of time on the clock, my presentation to Toronto’s works committee (PWIC) was productive and satisfying.

There are never many surprises at a committee meeting. So when I pulled out my camera and snapped a photo for this blog it broke the ice. The fact that my presentation led to political action was yet another surprise.

I already knew I wouldn’t have time to share everything I wanted the city councillors to know. With five minutes to speak, it didn’t help that 24 seconds had elapsed before someone told me to begin. I had three pages of notes. I didn’t make it past Page One, was just ready to dive into my best content when the red numbers said 5:00. But right up top I had asked them to do something to keep the issue going, tossing out the idea of a sub-committee or working group.

The thing about a committee is that after you speak you can answer questions, if any. Then you’re done. There were good questions for me, not as many as I had hoped. How I wished I could have helped the departmental manager with his answers and given him a briefing beforehand. On this side of the waste management equation, it was clear to me he’s not schooled in the research behind littering.

Two significant motions asking for more information about littering and tobacco litter control were introduced and approved. One, from Councillor Michael Layton, calls on staff to review a ban on butts - the kind you smoke - on beaches. He’s also toying with requiring bars and restaurants to install outdoor street ashtrays. (See my blog of 09/03/13, Little Restaurant Didn't Deserve This )

Councillor Shelley Carroll joined the discussion and spoke frankly about her former struggles as a littering smoker when habit and lack of an available ashtray dictated.

Councillor Janet Davis asked for a report on litter campaigns, education and awareness. This is something I can really get behind, obviously. It’s my field of expertise and it’s what I have wanted to see manifest for a long time.

My next goal is to have a hand in shaping whatever it is the City of Toronto officials decide to do because I know what works. They really don’t know. The tale will be told in the staff reports some months from now.

Round down, wind up: What's behind Home Depot's moves?

I see that Home Depot stores are dropping their compact fluorescent light bulb recycling and, in Ontario and Quebec, have put the lid on paint recycling too. 

With the death of the Canadian penny February 4, an earlier announcement from Home caught my eye.  I had predicted we would see a shrewd retailer take advantage of the nation’s new round-up, round-down law by always rounding down to the customer’s benefit.  Sure enough, well-timed and precise, Home’s decision to round down the checkout price and let the buyer keep the few forsaken pennies as a reward garnered some nice headlines for the company.

Are the two moves by Home related? I’ll never know.  Certainly the company would need to find savings to finance the rounding down.  This is a corporation, after all, with shareholders looking for returns.  Home isn’t about to give those pennies away. Could it be that recycling was branded to be outside of Home’s core business interests and too costly to maintain in light of the penny round-down promotion, which one assumes will extend through to eternity?

What’s going to bring more people into my store – price, or a labour-intensive depot system for selected household hazardous waste items?  Will the latter produce larger light bulb and paint sales?  Can we afford to say 'goodbye'?  Before killing an environmental program it had backed for six years, no doubt these were the kinds of questions being bounced around Home Depot’s executive boardroom.  It’s not the kind of news that goes down well with green groups.

Fortunately, in Toronto, we have collection sites and annual events across the city for safely disposing light bulbs and other toxic products, such as used batteries, leftover paint, solvents, cosmetics and medications, to name a few.

Quite possibly the twin decisions Home Depot made – to round down the pennies and wind up the in-store CFL/paint recycling collection – are entirely unrelated.  Could it be from the bean counter’s view that for this retail hardware chain, helping customers recycle to lessen landfill and litter, no longer made ‘cents.’?

I’d like to see big box stores run campaigns inviting customers to unwrap their purchases prior to leaving the store. Then all this stuff can be recycled and the chance of product packaging littering parking lots, a common sight, is greatly reduced.

In Ontario, by law, large commercial and institutional entities are required to have on-site recycling containers for the various streams of waste.*  Customers purchasing from Home and other big boxers should take full advantage.  You’ve got the toaster – do you really need the box, plastic, twist ties and foam chips?  Let your friendly superstore handle them for you responsibly.  That’s a smart alternative to littering and dumping.

Little restaurant didn't deserve this

I feel for the small businesses that are forced to pander to their littering clients.  In my speeches to business groups I empathize with the difficult task a littering customer presents. You don’t want to say anything. That customer could very well walk away and never come back, potential ill will and lost shopping dollars hanging heavily over the merchant’s head. 

As I’ve noted in a previous post there’s a reluctance to talk to people about littering generally.  This hesitation is even more marked when consumers have all the power, and cranky consumers can be vicious.

Let me tell you about a little corner restaurant /bar trying to eke a living from its location in a suburban plaza near us.  Alex often talks to the guy hired to tidy the property. Today the topic is cigarette butts. The property manager says the restaurant really tries to control them only to have its efforts thwarted by vandals and drunks.

The heavy-duty ashtray the place purchased and installed outdoors for smokers' convenience, well, it wasn't nailed down. Persons unknown picked it up and hurled it through the restaurant window.

The property manager shakes his head. This is one of a half dozen locations he minds. He’s in charge of security, site cleanup and maintenance.  He tells Alex he’s one in a million to be having this discussion. Alex says he often compliments the guy for his attention to sweeping the outside of the place clean.

If we put ourselves in the shoes of the cleaner there’s nothing better you’d like to see than the site you worked so hard to clean staying that way, the containers those few steps away used religiously, cigarette butt litter not in impossible-to-reach cracks and crevices, but nowhere to be seen instead.  That’s the type of satisfaction I’d want to feel after a cleanup.  Not littering could be all it takes to make someone’s day.

And as the story about the smashed window suggests, alcohol, vandalism, littering, disorderly conduct, they’re all part of the same anti-social family.  If you litter, what else do you do? 

This week Associated Press ran a story that made me think two wrongs do make a right at times.  A guy, 19, in Albany is busted for littering from his car. Then police arrest him for having an illegal handgun, a loaded .356 that he cast off in the ensuing chase. Talk about a two-time loser. Littering is an anti-social act.

That's What Friends Are For

I have a new friend named Vince L.

He knows me only through my connection to litter prevention and this website.  I have no idea where he lives or works, what he looks like or what his occupation is.  The glimpses I have of him are through the words he writes in an email.  Happily married, a smoker (beats himself up about it) and generally quite a private person, he credits his wife and Singapore for changing him from being a litterer to litter-aware.  He no longer flicks butts.

A vacation to beautiful Singapore in September 2012 opened his eyes.  Regular scanners of our online News Reel know that this nation of three million ranks high for cleanliness standards and low on litter.

A friend will take the time encourage and help you along the way.  That’s what Vince did for me, someone he barely knows.

Upon returning from his Singaporean sojourn, Vince stumbled across an article by Christina Blizzard (Nov. 22) in The Toronto Sun about littering, quoting me.  He wrote wanting us to know we were both on the right track in our efforts to educate: she, through her meticulous journalism and I with an innovative program that changes littering behaviors.

He tells us, “I no longer discard cigarettes on our streets and sidewalks, nor do I discard gum. But it took a trip to Singapore and the words of my wife to make me change :)

“We need to change our thinking and actions before this city loses its high ratings. Torontonians live in a illusion that our city is clean and do not realize that on the clean scale, we are not as clean as they like to think.”

Vince then described how the government of Singapore addresses two big litter scourges: cigarettes and chewing gum.

Cigarette Butts

  • If you are seen by a policeman throwing a cigarette anywhere other than in a city provided ashtray, you will be fined.
  • City ashtrays are designed to be appealing to the eye, no cigarette butts can be seen, and the design also eliminates trailing odors.
  • Most impressive is the people of Singapore love the city, and they will stare down anyone that litters the streets or sidewalks. You will feel uncomfortable (and that is how it should be)

Chewing Gum
  • Singapore has banned chewing gum simply because people tend to spit them out on the streets and sidewalk.
  • The city has been cleaned of all gum stains.  Both roads and sidewalks are spotless. While this may seem drastic, as we should be free to chew gum if we want, it was the only way to invest in a clean city.

Vince suggests that Toronto dwellers should be polled to see what is more important to them: chewing on a piece of gum or restoring a clean city. He wants to see more articles in the media about littering.  And he proves that attuning one’s litter awareness radar to trigger an attitude shift is possible and painless.

His closing line made my day, a simple,
“Thanks, Sheila, for your crusading work with your program www.litterpreventionprogram.com .” 

Sure is nice to feel appreciated.

New studies show Environmental Education changes minds

Two studies whose geographic origins couldn’t be further apart have converged in the past week to validate the work we, and others, are doing to change behaviours through environmental education (EE).

In Britain, a survey for the country’s environmental youth trust, funded by Barclay LivingLand, showed that although nine out of ten parents tell their kids not to litter almost five in ten children have witnessed their moms or dads littering.  Fewer than half the parents explained to children that littering harms the environment.  Practice what you preach certainly applies here.  The UK Daily Mail trumpets the headline: "Parents accused over litter".

Coincidentally, meanwhile, in the middle of the Indian Ocean on Mahé Island in the Republic of Seychelles, researchers from Imperial College London discovered another telling find. 

Their study of EE and how it influences behaviour at home gives quantitative evidence to suggest that children, who receive EE, do influence their parents’ environmental attitudes and behaviours, even when they’re not trying to.

IOP Publishing released the findings Feb. 13 Environmental Research Letters in a paper by Peter Damerell, who headed the Department of Life Sciences team. Among their observations are that EE begun early will likely last forever, and unenlightened behaviours are not impossible to turn around either.

Taken together these studies help cement what we keep stressing about litter awareness. They explain why our program’s blend of music, kids, litter education and model behaviours becomes a lasting partnership that is transferrable across generations. 

I take this new evidence to heart.  It validates what we’re doing at the Litter Prevention Program.  It proves there is science behind what we are doing and that young people truly are the levers of behavioral change who can turn us to a time when nobody litters, wouldn’t even think of it.

Religions and Litter

I suppose one could pray and hope that litter goes away.  But in reality we know it takes more than wishes and prayers to change a culture of mindlessness that has seized our population when it comes to littering.

I think religions of the world could play an almighty role in litter education.  Why aren’t these powerful voices from all faiths being used to imbue in the faithful the values of natural beauty and earthly respect? 

Believe it or not, some of the best do-gooders can be litterers.  Littering is like many of those social problems where the perpetrator of such misdeeds can live comfortably among us, even rise to the highest ranks, appear to be a model citizen and operate without detection.

We need those on platforms in places of worship to talk to their flocks about not littering.  Treat it as a cause wanting to take wing across denominations and in honour of all the gods out there.

Shout out to the guy who flicks every cigarette he smokes into the street.  Appeal to the busy mom who dumps her toddler’s diaper under a bush in the park.  Speak to the coffee drinking hordes, whose littering ways are well apparent cup after cup, lid after lid in this drive-thru, throw-out world.

You’d want to believe that churches, synagogues and mosque properties, and those of other congregations around the world, are the cleanest and most waste conscious places on earth.  Woefully, this is not the case generally, which is why faith leaders should be hammering away on high about our responsibility for keeping the earth tidy.

In 2012, churches in Borneo made litter eradication a focal point for their members, who individually pledged to keep their churches free of litter inside and out and to never litter.  To which I say, ‘Amen’.

Clean, green 2013

Every year I pick a rhyming motto for the year.  It was ‘going to be great in ’08, ‘shine in ’09’ and ‘outdo myself in twenty-twelve’.  Here we are at year-end and I’ve settled on my likely slogan for 2013.  “Keeping it clean in 2013.”

In this vein, I was pleased to receive on the day before Christmas a letter from Martin Von Wuthenau, corporate relations manager, on behalf of the CEO of Rothmans, Benson & Hedges Inc.  I wrote to Louis Camilleri, Chairman and Chief Executive Officer of parent company Philip Morris International, on November 8.   This is the first response from the major tobacco concerns I attempted to contact.  One noteworthy aspect of this letter is that the PMI head office in Switzerland was quicker to reply than our homegrown entity, Imperial Tobacco, in Montreal, Canada.

I learned from Rothman’s that three countries carry a disposal message on their cigarette packaging: Mexico, Sweden and Italy. This is a measure we’ve advocated (see Prevent Litter/ Tobacco). I am glad to know the door is open now for other countries to follow suit. They shouldn’t squander the opportunity to provide smokers with disposal instructions.  Every reminder helps. If it didn’t, we wouldn’t have a diseased lung decorating cigarette boxes. I’ll keep you posted on the outcome of my meeting with RB&H in the New Year.  

One of the concepts we’re promoting for 2013 is the Litter Not Pledge. Happy New Year.
Copy, paste, print and sign the pledge.  There! Your New Year’s resolution is done. Now ask others to sign it.  Don’t worry about those who won’t.  They are the ones to whom we can direct more information and education first.  The simple act of signing the Litter Not Pledge reinforces an important message.

Litter Not Pledge

I  _____________________ pledge not to litter.  It’s that simple.  I will take ownership of waste materials that end up in my hands.  I will make sure that every item comes to the end of its life by placing it in the proper bin, receptacle, container or ashtray, or in a litterbag that I take home with me to dispose of correctly.

I pledge to not let litter linger on my property, lawn or boulevard.  I will remove litter from my private property right away because I understand that leaving it there will attract more littering.

I pledge to talk about litter and littering in conversations so that people know that I’m for a clean and green city and that I expect them to take this same simple pledge for making our community the greenest it can be and Number One in litter prevention.

Speaking Out Is Important

I don’t know Nadia Arsenault, but I like the way she thinks.  

Nadia authored a letter that appeared this week in the widely read Hamilton Spectator newspaper.  In it she directed her comments to “the follically (sic) challenged guy driving the black Focus last Wednesday afternoon in the east end.”

“Just as I pulled up behind you in the turning lane to go south … I watched you open your car door and try to be discreet as you wantonly dropped your Timmies cup onto the street,” Nadia wrote.  (For those in other parts of the world, ‘Timmies’ is slang for Tim Hortons, a giant Canadian chain of coffee shops and drive-thrus.)

“I watched as what was left of the coffee spilled onto the pavement.  I also saw you look in your side mirror and noticed me watching you.”

This is where I jump in to note that an effective, instant way to communicate with littering motorists is very much needed.  What if we could ‘tag’ them with GPS positioning and licence plate ID and have their littering policed?  Imagine a revolving red arrow on the top of one’s car honking loudly, flashing red lights and pointing in the direction of the litterer when activated.  I know Nadia would relish such a device.

On Twitter there’s @TheLitterati, a site that collects your photos and locations of litter and littering.  They post and analyze them.   Out of Vermont comes another great site, http://litterwithastorytotell.blogspot.ca/. It too enables the non-littering majority to exercise its considerable muscle.

What about tweeting licence numbers of cars from which litter emanates?  Would a system like that cause Nadia’s man with few follicles to think twice?

“I hope you can read lips because I was pretty disturbed that a grown man, who should know better, chose to do such a disgusting thing,” Nadia wrote. “You should be ashamed of yourself. What a disgusting, self-serving habit. People, please don’t litter. Take it home and throw it in the trash.”

What I like about Nadia without even knowing her is that she spoke up.  She wrote to that local paper, communicated to its editor.  She didn’t shy away from talking about littering. 

I think the bald guy should order small coffees only and bring his own reusable mug from now on.  “Timmies” gives a 10-cent discount if you bring your own cup. 

The City of Hamilton recently developed a wonderful clean and green objective that relies on people like Baldy to change and people like Nadia to stick with it. 

Words have power.  Good for Nadia for recognizing this and using hers.

What's new in Litterland

I use this space a sounding board and a vent and you can too. 

I’ve been waiting for that tweet-text that says, “Sheila, shut up already with your litter shlog. What’s left to say?” 

Plenty.  Really. 

Every taxi should be outfitted with a litterbag.

Recently I witnessed a taxicab leaving a medical clinic.  At the exit gate the driver rolled down his window, waved his receipt under the parking machine sensor and as the gate lifted he dropped his chit on the ground.  No, that’s not a typo.  I meant ‘chit’.   It was a thoughtless toss before his arm went back into the car and onto the steering wheel and he drove away.

Now it was my turn to use the parking machine.  I look down to the ground while I wait for the machine to process my receipt.  Scores if not hundreds of the white paper vouchers lie scattered on the pavement.  Here was evidence of many other drivers littering, not just this cabbie from Beck Taxi with the owner’s plate on his car.  (Note to self: boycott Beck).  I wrestle with reporting him to the company because I have noted his plate number.

The machine regurgitated my receipt.  I removed it and tucked it safely inside the car.  It didn’t take up a lot of space.  Certainly the taxi driver would have room in his car to accommodate a 1 ½ x 5 inch piece of waste paper, so space wasn’t the issue.  All he needed to do was keep it with him and recycle it at home or at work.  All businesses like Beck should by now be retrofitted with appropriate bins.  Employees and owners should be encouraged to do the right thing and not litter, because it reflects poorly on the company if they don’t.

There’s a myth out there, spun by the people who litter, that their littering creates a job for somebody.  More likely is that their littering has ruined someone’s job, and day, the person who just finished sweeping that sidewalk, cleaning that park, storefront, beach, road or floor where your litter happened to land.  They were proud of their hard work until a litterer loped along.

That’s a great rationale though.  Can’t you see the Prime Minister at election time criss-crossing the country dishing out garbage by the shovel load to every town, city and hamlet from the back of a flatbed, touting it as a Job Creation Plan?  If littering really was a good job creator, don’t you think someone in the big leagues would have exploited that concept by now?  

Anyone who sees littering as doing someone a favour or creating a job isn’t thinking clearly.  You want to do someone a favour?  Try not littering.

Litter doesn’t create employment.  Litter creates a mess.  On this day, I saw how easily that happens.

No license to litter

I went to renew my vehicle licence today at Services Ontario, noted the Do Not Litter sign on the bulletin board, obviously homemade.  A black and white 8 ½ by 11 photocopy protected by cheap plastic, it was an obvious addition to the board.  I notice these things.  It wasn’t there last year.

One rarely sees do not litter signs in Toronto.  So I made an inquiry while standing at the counter being served. 

They put it there because of the dreadful mess they’d find themselves in at the end of each day.  Papers, coffee cups, lunch bags, wrappers, containers, some still containing leftover food. 

“Even when there’s a can right there,” the woman said, gesturing to the corner, no more than ten steps away from any point in the shoe box of a room.  

I asked whether having the sign removed the problem?  No it did not, I was told, but it helped reduce the amount of mess. 

A couple of observations:  The garbage bin could be more attractive.  According to Claudia Marsales, who directs the solid waste program in Markham, Ontario, garbage bins need to be “sexy.”  The more appealing the container, the more apt a litterer will be to walk over to it.

Signage needs to be vivid and unmistakable.  The more reminders, the more peer involvement, the more success will follow. 

Clear instructions and stated expectations work.  Customers at the licensing office can be told what to do nicely and they will comply, especially when they’re in a position of needing something like a plate renewal sticker. 

Would it be too drastic to make litter prevention the policy in government offices, indeed introduce it to all workplaces?  What do you think?
